It's such a simple idea, and they save a bit of washing up, OR takeaway containers, and once you see one sign, the mind boggles why it's not all over the place, yes?
In Japan, for a few years, I understand people take their own chopsticks all over. I think it started as a measure to reduce the amount of disposables going to waste, but it's clean, it's your own, and chopsticks, even in a fancy carry case, doesn't take that much space!
I'm all for this, and I told all the staff who had a minute to listen to me so... (OK, it was lunch time, and they were busy, so, sorry....)
